This is a hand-rolled Z-order curve (Morton code). By interleaving the bits of X, Y, and Z coordinates, blocks that are spatially close in 3D end up close in memory. When you’re iterating over a region of blocks (which happens constantly: lighting updates, rendering, collision), you get way better cache hit rates than with a naive row-major layout.
